On the January 16th 2025, Itandi Co., Ltd. released the results of an online questionnaire on so-called "enclosure" in real estate brokerage transactions (intentionally hiding the transaction status of a property for the sake of its own profit and not introducing a property against the seller's wishes). Among real estate brokers, those who answered that they knew about "enclosure" were eligible. The number of valid responses was 205.
12.7% of the respondents answered that they had actually been enclosed. Including 22.0% of the respondents (22.0%) and 22.9% who had seen or heard of receiving it, about 60% of the respondents had experienced it in their own personal lives, suggesting that "enclosure" is widespread in the industry.
When these people were asked what they did afterwards, 22.9% said they contacted their supervisor or head office, 14.1% said they reported it to REINS, and 66.1% said they did nothing. The reasons for this were that "enclosure" was not subject to disposal and reporting did not lead to a solution, or that it was difficult to see it as a problem because it had been customary for a long time.
In addition, 78.1% of respondents said they "highly valued (sum of very much and a little assessed)" regarding the fact that "enclosure" has become subject to disposal due to the revision of the Enforcement Regulations of the Building Lots and Buildings Transaction Business Act in January 2025. However, when asked whether they think it will revitalize transactions, only 52.2% of respondents answered "I think so" or "I somewhat agree."
